jQuery for SharePoint 2007

The SmartTools.jQuery component deploys the jQuery JavaScript library to a SharePoint Server Farm. Additionally this component contains a feature scoped to the Site Collection level, that adds the jQuery script file to all pages of a SharePoint site collection.

Hi:

Do you have any fix for this error,

LITWAREDEMO : Error: The creation of this directory failed: C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\12\Template\Features\SmartTool.jQuery .
This operation uses the SharePoint Administration service (spadmin), which could not be contacted. If the service is stopped or disabled, start it and try the operation again.

I have a real need to colorize my "priority" drop down SP3 list. For example, Emergency (red font color )or Normal (green font color) or Low (yellow font color) . This will greatly enhance all of my VIEW lists. This feature can be done in fields that allow for colored text. It displays great on View lists. Can this be done with JQuery?
